On November 28, 2025, stakeholders from across Lebanon’s energy ecosystem
gathered at the Radisson Blu Hotel in Verdun to discuss the country’s evolving energy
landscape and the progress achieved under the TESSA Project, funded by the Italy..
Held under the patronage of the Minister of Energy and Water, H.E. Joseph Saddi, the
event brought together government representatives, municipalities, private sector
actors, academia, and international partners, all committed to driving Lebanon’s
transition toward a resilient and decentralized clean energy system. The event opened
with welcoming remarks from ALMEE and ICU, followed by showcasing progress in
Energy Transition and Green Transformation, including the EDZ and Bchaale
Municipality pilot models and photovoltaic integration in the food industry.
During the event, ALMEE presented the draft Guidelines under the title “From Projects
to Policy: Building Energy Communities and Advancing Energy Justice in Lebanon,”
emphasizing the importance of shifting from pilot initiatives to long-term, people-
centered energy strategies.
The guidelines aim to operationalize Law 318/2023, covering legal, regulatory, and
operational recommendations, and outlining how energy communities can foster job
creation, skills development, and local economic inclusion. A stakeholder discussion
session allowed participants to provide feedback on the proposed guidelines and
identify priority actions for the next phase of implementation.
